Ukraine to introduce task-based salary contracts for military

KYIV, UKRAINE — Prime Minister Yulia Svyrydenko announced that Ukraine will introduce new military contracts this year, featuring salary levels that vary according to specific positions and the nature of assigned tasks.
The reform, currently under development by the Ministry of Defense, seeks to optimize the payment system following a strategic audit aimed at improving efficiency and fairness within the armed forces. By moving away from a uniform pay structure, the government intends to ensure that compensation reflects the actual complexity and risk associated with different roles in the Ukrainian Armed Forces (UAF).
New model for contractual service
According to Svyrydenko, the Ministry of Defense is currently finalizing the "contractual service model" after conducting a thorough audit of the existing payment systems. This transition is expected to provide a clearer career path for service members while providing financial incentives for highly specialized or high-risk functions.
The Prime Minister emphasized the importance of this shift during a recent policy discussion, stating:
“These contracts will make it possible to have a differentiated salary depending on what position and what function a serviceman performs.”
Audit and legislative roadmap
The government has already completed initial consultations with the Minister of Defense regarding the proposed changes. The project is seen as a vital step in professionalizing the military and ensuring long-term sustainability as the conflict continues.
Authorities plan to present the final draft of the new contract system to members of Parliament in the coming weeks. Once reviewed by lawmakers, the differentiated salary model will serve as the new standard for military recruitment and retention strategies throughout the country.
