Ukraine grants new benefits to Mother Heroine titleholders

KYIV, UKRAINE — Ukraine has introduced new financial and social support for women awarded the “Mother Heroine” title, including a one-time payment of 30,280 hryvnias in 2025 and additional rights related to work leave and retirement.
According to Yerel Gündem’s report by Yusuf İnan, the measure applies to women who have raised at least five children and meet the legal criteria for the honorary title. The policy aims to recognize the contribution of large families and provide additional support to mothers who have taken on major responsibilities in raising children.
New payment for Mother Heroine titleholders
Under the 2025 arrangement, women holding the Mother Heroine title will be eligible for a one-time state payment of 30,280 hryvnias.
The amount corresponds to 10 subsistence minimums set for the year. The payment is not a monthly salary or permanent allowance, but a one-time financial support granted to women who have officially received the title.
The support is intended to acknowledge the social value of motherhood in large families and to provide additional financial help to women who have raised five or more children.
Who can receive the title?
The Mother Heroine title has existed in Ukraine since 2000 and is granted to women who meet specific criteria.
To qualify, a woman must have raised at least five children until the age of eight. The children may be biological or adopted; the distinction does not affect eligibility.
Authorities also assess whether the mother provided suitable living conditions, access to education and health care, and support for the children’s personal development, abilities and skills.

Social leave rights expanded
Working women who hold the Mother Heroine title may also benefit from additional social leave.
A Mother Heroine who has a child under the age of 15 is legally entitled to 10 days of additional social leave.

Early retirement option

Women who have raised five or more children until the age of six and who have at least 15 years of officially recognized work experience may retire at the age of 50.

The required documents include a completed application form, a valid identity document or passport, the taxpayer identification number known as RNUCPN, and the official decree confirming that the applicant has been granted the Mother Heroine title.
Applications can be submitted personally or through an authorized representative.

Where applications can be submitted
Applications may be filed through several channels.
Eligible women can apply at any branch of the Pension Fund of Ukraine, known as PFU. Applications can also be submitted through TsNAP administrative service centers.
Those who cannot apply in person may send documents by post. Electronic applications are also available through the PFU portal or the Diia digital platform.
Women living in rural areas may submit their applications directly to village councils, making the process more accessible for those outside major cities.
