BERLIN, GERMANY — Germany’s population fell by approximately 100,000 people in 2025, reaching 83.5 million, as a sharp decline in net migration failed to offset a widening birth deficit, federal data shows.

According to preliminary estimates from the Federal Statistical Office (Destatis), the decline ends a period of nearly continuous growth seen between 2011 and 2024, signaling a return to the demographic contraction previously observed during the early 2000s and the first year of the pandemic.

Record-breaking birth deficit

Data released by Destatis indicates that the number of births in Germany for 2025 fluctuated between 640,000 and 660,000, while the number of deaths exceeded one million. This resulted in a birth deficit of approximately 340,000 to 360,000 people, a figure nearly double the annual average of 171,000 recorded during the 2010s.

The widening gap between births and deaths underscores the country’s aging population and the increasing pressure on the social security and healthcare systems. Experts noted that without significant external input, the natural population movement remains deeply negative, a trend that has characterized the German demographic landscape for decades but reached a new intensity in 2025.

Significant drop in net migration

The primary factor behind the overall population decrease in 2025 was a 40% drop in net migration compared to the previous year. Destatis reported that during the first 10 months of the year, the number of people moving to Germany was significantly lower than in the same period in 2024, with total net migration for the year estimated between 220,000 and 260,000 people.

This level of net migration is among the lowest recorded in recent years, comparable only to the figures seen during the 2020 Covid-19 pandemic. Given that the annual average net migration between 1990 and 2024 was 356,000, the 2025 figures represent a sharp departure from historical trends. The slowdown in immigration is particularly concerning for policymakers who rely on foreign labor to mitigate the country’s growing skilled worker shortage.

Historical demographic trends

Historically, Germany experienced population declines between 2003 and 2010 and again in 2020. However, the period from 2011 to 2024 was largely defined by growth, driven primarily by high levels of migration following the Syrian refugee crisis and the war in Ukraine.

The 2025 data suggests that the "migration buffer" that previously masked the natural birth deficit is thinning. As immigration fluctuates and the aging population leads to higher death rates, Germany faces a long-term demographic challenge that may require new strategies for labor and social stability. Government officials have indicated that the current population level of 83.5 million will require intensified efforts to attract and integrate international talent to prevent further shrinkage.
