BEIJING, CHINA — Western leaders, including those from Canada and the United Kingdom, have accelerated diplomatic engagements with Beijing to secure new trade agreements following escalating tariff disputes with the Trump administration.

As the United States increases economic pressure on its allies over issues ranging from customs duties to the proposed transfer of Greenland, Europe and Canada are recalibrating their foreign policies. Chinese President Xi Jinping has received a series of Western heads of state in recent weeks, signaling a significant shift in the global geopolitical landscape as traditional allies seek to diversify their economic dependencies.

Canada leads the diplomatic shift

In January, Canadian Prime Minister Mark Carney became the first Western leader to visit China in 2026. Despite Canada’s long-standing status as a premier U.S. ally, Carney—who took office only 10 months ago—has moved to repair ties with Beijing to mitigate the impact of rising tensions with Washington.

During his four-day visit to Beijing, Carney reduced the 100% tariff previously imposed on Chinese electric vehicles. In exchange, he secured lower import rates for Canadian agricultural products. Following his return, President Trump threatened a 100% tax on Canadian goods as retaliation, a move Carney characterized as "intimidation."

London and Beijing restore strategic ties

British Prime Minister Keir Starmer also visited China this week, marking the first such visit by a UK premier in eight years. The two nations had been at odds over security concerns, Chinese technology, and the political situation in Hong Kong. However, Starmer and President Xi have now called for a "strategic partnership."

The visit resulted in several commercial breakthroughs, including China lowering tariffs on Scotch whisky and granting British business travelers and tourists 30-day visa-free entry. In response to these developments, President Trump warned that the United Kingdom's deepening relationship with China is "very dangerous."

Emerging European consensus on China

The trend extends across the European continent. Days before Starmer’s visit, Finnish Prime Minister Petteri Orpo met with Chinese Premier Li Qiang to sign cooperation agreements in construction, energy, and animal disease management. Orpo reportedly urged China to assist in achieving lasting peace in Ukraine while addressing trade imbalances and human rights.

French President Emmanuel Macron and Irish Taoiseach Micheal Martin have also made recent trips to Beijing. Attention is now turning to German Chancellor Friedrich Merz, who is expected to visit China soon. Merz is anticipated to focus on reshaping relations by addressing Germany’s trade deficit and its reliance on China for critical minerals.
