Russian President Vladimir Putin stated that the Ukrainian administration has lost its legitimacy by failing to hold presidential elections during the war, and therefore, signing any agreement with Kyiv is "meaningless."

Speaking after the Collective Security Treaty Organization (CSTO) Summit held in Bishkek, the capital of Kyrgyzstan, Putin confirmed that they were reviewing the US's 28-point draft peace plan and that contacts with Washington would continue. The Russian leader categorically denied allegations that they were planning an attack on Europe.

"They were afraid to run for presidency"

Targeting the Kyiv administration with harsh words at the press conference, Putin argued that Ukraine made a strategic mistake. Putin made the following assessment regarding the legal status of the current administration:

"Their administration made a fundamental and strategic mistake by being afraid to run for the presidency, and they lost the legitimate status of the presidency. Therefore, it is meaningless to sign agreements with the Ukrainian administration. Of course, we want to reach an agreement at some point, but this is legally impossible right now."

US peace plan and Moscow contacts

Putin also shared details regarding the peace plan prepared by the US for the solution to the Ukraine crisis. Stating that a 28-point draft was conveyed to them as a result of consultations held with American negotiators before the Alaska Summit, Putin expressed that this plan "could be a basis for possible agreements."

Signaling that diplomatic traffic will accelerate, Putin announced that American representatives will come to Moscow in the first half of next week and all topics, including the peace plan, will be discussed.

Secret talks and message to Europe

The Russian leader confirmed that Russian and Ukrainian intelligence services met secretly in Abu Dhabi, the capital of the United Arab Emirates, with the participation of a US representative. It was stated that the focus of the talks was humanitarian issues such as prisoner exchanges.

Putin reacted to the allegations in the Western media that "Russia will attack Europe":

"We never wanted to do this. But if they want to hear it from us, let's put it on record. This is a complete lie and a funny allegation."

Situation on the ground: "Ukraine lost its defense capability"

Sharing data on the military situation, Putin claimed that the Ukrainian army lost 47,000 soldiers in October and largely lost its defense capability. Putin noted that 70 percent of the strategic city of Krasnoarmeysk in the Donetsk region is under the control of Russian forces.
