According to documents obtained by the Wall Street Journal (WSJ), Germany is rapidly activating a secret war plan named "OPLAN DEU," which envisions the deployment of 800,000 NATO troops to the eastern front through the country in preparation for a potential war scenario with Russia.

The 1,200-page secret document, prepared at the Julius Leber Barracks in Berlin, details how Germany's entire civilian infrastructure, from ports to highways, will be utilized for military purposes. Supported by a €500 billion defense budget under the government led by Chancellor Friedrich Merz, the plan is based on the assumption that Europe is on the brink of war.

OPLAN DEU: Militarizing civilian infrastructure

According to the leaked plan, due to its geographical location, Germany will serve as a vital "revolving door" for the transit of NATO troops to the east. The plan envisions transporting 800,000 troops and ammunition from ports in the Netherlands, Belgium, and Germany to the east via road and rail.

However, significant infrastructure deficiencies were identified during the preparation process. It is reported that more than 20% of highways and 25% of bridges in Germany are insufficient for heavy military vehicles, and ports require a €15 billion reinforcement for NATO shipments. Within the scope of the plan, the goal is to return to the "dual-use" infrastructure model that was abandoned after the Cold War.

"Military town" test and traffic issues

The feasibility of the plan was tested with a "mobile military town" established by Rheinmetall in East Germany. In trials conducted at the facility, which was set up in 14 days and served 500 soldiers, it was observed that the terrain was not suitable for vehicles and logistical disruptions occurred. Even details such as the need for "new traffic lights" were added to the planning because traffic congestion occurred in a previous exercise.

Similarly, in the "Red Storm Bravo" exercise in Hamburg, it was revealed that a NATO convoy could only advance 6 miles in 2 hours after being stopped by protesters, with the police proving inadequate in their intervention.

Russia's hybrid attacks and sabotage risk

German officials believe that Russia is testing NATO logistics with hybrid attacks before a direct military operation. The recent increase in sabotage against railways in Germany, explosions in Poland, and cyberattacks have placed security and sabotage threats at the center of OPLAN DEU.

Referring to Chancellor Friedrich Merz's statement, "We are not at war, but we are not at peace either," the report predicts that the possibility of Russia attacking NATO could occur sooner than 2029. German officers who prepared the plan emphasize that the goal is to provide deterrence by appearing prepared, rather than winning a war.
