Ukrainian President Volodymyr Zelenskyy met with U.S. Senators Lindsey Graham and Richard Blumenthal to discuss the intensifying Russian attacks on energy infrastructure and Ukraine’s urgent air defense (PVO) requirements.

During the meeting, Zelenskyy noted that the Russian military is deliberately targeting energy facilities with hundreds of drones and dozens of missiles every day during the harshest period of winter. Emphasizing that the supply of missiles for air defense systems is a top priority for Ukraine, the leader stated that they expect full support from their U.S. partners on this matter.

Sanctions and political pressure against Russia

The meeting included a detailed discussion on pressure mechanisms that could be implemented to force Russia to end the war. Zelenskyy highlighted the importance of a new sanctions law being developed by the senators, which has the potential to destabilize Russia’s position. The Ukrainian leader stated, "We see many different factors that make Putin, and thus the whole of Russia, significantly weaker. It is critically important to maximize all possible forms of pressure to finally force the Russians to end this war."

Contacts with Trump representatives and security guarantees

President Zelenskyy also touched upon the ongoing contacts with representatives of U.S. President-elect Donald Trump. Stating that they are very close to finalizing documents regarding security guarantees, Zelenskyy reminded that bipartisan (Democratic and Republican) support in Congress is vital.

Stating that no one has forgotten the bitter experiences of the Budapest Memorandum, Zelenskyy emphasized that Ukraine does not want to enter a guarantee process that remains merely on paper once again. The parties agreed to maintain dialogue and meet in person in the near future.
