The newly elected leader of the Turkish Cypriot Administration, Tufan Erhürman, met with Turkish President Recep Tayyip Erdoğan in Ankara this week to discuss the future of the Cyprus issue, confirming consensus on key non-negotiables but exposing a continuing divergence on the ultimate solution formula.

While both sides affirmed their commitment to working in close coordination, the core difference remains: Ankara champions the "Two-State Solution," whereas Erhürman remains open to negotiating a federation-based model, provided the talks are strictly time-bound and results-oriented.


Shared Ground: Equality and Guarantorship

Erhürman's visit—his first abroad after his election—included meetings with President Erdoğan, Parliament Speaker Numan Kurtulmuş, and Foreign Minister Hakan Fidan. The primary goal was to ensure policy harmony between Turkey and the Turkish Cypriot Administration (KKTC).

Both leaders agreed on non-negotiable foundations for any future settlement:

  • Sovereign Equality: Erhürman stressed that the Turkish Cypriot people are one of the two equal founding partners of the Republic of Cyprus (established in 1960) and possess rights of sovereign equality. Erdoğan noted this emphasis as "accurate."

  • Coordination: Erhürman confirmed that the administration would continue to coordinate foreign policy and the settlement process with Turkey, acknowledging that a solution would not be possible "without Turkey."

  • Guarantorship: Erhürman provided strong assurances regarding the continuation of Turkey's guarantorship status, calling it the "legal basis" for Turkish Cypriots to feel secure, especially given rising armament in the South and the region.


Sticking Point: Two States vs. Federation

Despite the consensus on security and equality, the approach to a final settlement remained split along familiar lines:

Ankara’s Position: The Realistic Model

Turkish leaders reiterated their stance that the two-state model is the most viable option, rejecting formats that failed in the past, such as the federal solution discussed at Crans Montana in 2017.

President Erdoğan stated after the Cabinet meeting: "We believe that the most realistic solution to the Cyprus issue is the existence of two states side-by-side on the Island."

Foreign Minister Hakan Fidan added that the current structure, which prioritizes the independence of the Turkish Republic of Northern Cyprus (KKTC), is the "best structure" that guarantees the equality of both sides. Fidan warned: "Either one exists in equality, or they don't."

Erhürman’s Flexibility on Negotiation

While Erhürman did not openly use the term "federation" in Ankara, he preserved a flexible position by stating that the Turkish Cypriot side would not shy away from the negotiation table, provided certain conditions are met:

  1. Results-Oriented: Negotiations must be focused on achieving a concrete outcome.

  2. Time-Bound: Talks must be limited by a defined timeline.

  3. No Return to Status Quo: If negotiations fail, the status quo cannot return.

Erhürman argued that these conditions would ensure that talks are held "for a solution, not just for the sake of negotiating."

The next diplomatic step is anticipated on Thursday when Erhürman is scheduled to meet with Greek Cypriot President Nikos Christodoulides for the first time since taking office.
