BRUSSELS, BELGIUM — NATO Secretary General Mark Rutte strongly dismissed claims that Europe could secure its own defense independently of Washington, stating that those who believe the continent can defend itself without the United States are "dreaming."

Addressing a joint session of the European Parliament’s defense and foreign affairs committees, Rutte emphasized that while European nations must increase their own defense spending, the continent remains fundamentally reliant on the U.S. for command, control, and nuclear deterrence. He argued that dividing these capabilities between the EU and NATO would only serve the interests of Russian President Vladimir Putin.

Trump’s Role in Defense Spending

Secretary General Rutte credited U.S. President Donald Trump for significantly shifting the defense spending landscape within the alliance. According to Rutte, the commitment of NATO allies to reach the 2% GDP spending target by the end of 2025 would have been impossible without Trump’s direct pressure. He cited Italy, Canada, and Germany as primary examples, noting that Germany is projected to increase its core defense spending to 3.5% of GDP by 2029.

The Nuclear Umbrella and Cost of Independence

Rutte provided a stark financial and strategic warning regarding a potential "go-it-alone" strategy for Europe. He stated that without the U.S. nuclear umbrella—the "ultimate guarantee of freedom"—European nations would have to build their own nuclear capabilities at a cost of billions of euros. Under such a scenario, Rutte estimated that defense spending requirements could skyrocket to 10% of GDP rather than the current 2% to 5% targets.

Arctic Security and Regional Interests

During the session, Rutte also detailed his recent discussions with President Trump regarding Greenland and the Arctic region. He emphasized that the U.S. has a vital interest in NATO to ensure a secure Arctic and Atlantic, particularly in keeping Russia and China at bay both militarily and economically. While noting he has no authority to negotiate on behalf of Denmark regarding Greenland, Rutte stressed that Arctic security remains a collective priority for the alliance.

Ukraine Membership and Iran

Regarding NATO expansion, Rutte acknowledged that there is currently no consensus among the 32 allies to invite Ukraine to join the alliance. He stated that NATO would continue to work with Kyiv to keep it in the strongest possible position. On the issue of Iran, Rutte clarified that while the alliance is concerned about Tehran’s cooperation with Russia and China, NATO would not be directly involved in Iran’s internal affairs.
