Pepco enters Ukraine with carefully prepared pilot project

ANKARA, Turkey — Polish discount retailer Pepco has announced plans to enter the Ukrainian market through a carefully prepared pilot project in selected regions.

Pepco is one of Europe’s leading discount retail chains, operating mainly across Central and Eastern Europe. The company is known for its budget-focused store model, offering clothing, home textiles, decoration products and everyday household items at affordable prices.

In an official statement, Pepco Group said the move into Ukraine would begin as a carefully planned pilot project. The decision shows that, despite the ongoing war, international retail interest in the Ukrainian consumer market remains alive.

Pepco starts pilot project in Ukraine

Pepco Group Chief Executive Officer Stefan Borchert said the company is launching a carefully prepared pilot project in selected regions of Ukraine.

Borchert described Ukraine as a market where the Pepco brand already has strong recognition and one that could become a significant new growth opportunity for the group over time.

The company has not yet disclosed which cities will be included in the pilot project, when the first stores will open or how many locations are planned in the initial phase. For now, Pepco has confirmed only that it will enter the Ukrainian market through selected regional openings.

One of Europe’s major discount retailers

Pepco is widely recognized in Europe for its budget-friendly retail model. The chain sells clothing and home products through a large network of stores focused on affordable pricing.

The Polish-based brand has a strong presence in Central and Eastern Europe, making its move into Ukraine a natural extension of its regional growth strategy.

Ukraine’s consumer environment, shaped by war and economic pressure, has increased demand for affordable goods. This could make the country attractive for discount retailers specializing in low-cost everyday items.

Ukraine offers long-term growth potential

Pepco’s decision appears to be driven not only by brand awareness in Ukraine but also by the country’s long-term market potential.

Despite the severe challenges created by the war, Ukraine remains a large consumer market with regional trade links, a substantial population and a future reconstruction process that continues to draw attention from international companies.

For the retail sector, Ukraine may offer opportunities in categories such as basic household goods, affordable clothing, home products and daily consumer items.

Although the war has changed consumer behavior, daily life continues in many parts of the country. Shopping centers, retail parks and local stores remain active in safer regions, creating room for carefully managed investment.

Cities and store numbers have not been announced

Pepco Group has not provided details about which Ukrainian cities or regions will be part of the first stage of the pilot project.

The company has also not announced opening dates, the number of stores planned or the scale of the investment. This suggests that the project may be shaped gradually according to security, logistics and market conditions.

Because regional risks in Ukraine vary significantly due to the war, international retail chains are expected to take cautious steps on store locations, supply chains, employee safety and logistics.

Retail sector is changing under wartime conditions

The war has both challenged and transformed Ukraine’s retail sector. In some regions, stores have closed because of security risks or damage, while in safer cities, new openings and investments have continued.

For consumers, price, accessibility and rapid access to basic goods have become more important. Discount stores can therefore become more attractive during wartime because of their affordable product ranges and practical store format.

Pepco’s pilot project is a sign that the Ukrainian retail sector has not stopped. Instead, international companies are watching the market closely and entering it with more cautious, phased strategies.

International brands remain cautious but interested

Pepco’s entry into Ukraine shows that international brands continue to see potential in the country despite wartime risks.

However, companies are expected to remain cautious. Security concerns, logistics costs, supply chain disruptions and fluctuations in consumer purchasing power will continue to shape investment decisions.

Still, Ukraine’s long-term reconstruction and recovery process could open new opportunities for retail, construction, food, logistics and service industries.

For global companies, the key question is not only whether Ukraine has demand, but how that demand can be reached safely, efficiently and sustainably.

Pepco move may send a signal to the market

Pepco’s pilot project in Ukraine is more than the arrival of a retail chain in a new market. It may also be read as a signal that Ukraine’s consumer market remains active despite the war.

The first store locations, opening schedule and customer response will be closely watched by other retailers and investors interested in Ukraine.

If the pilot project proves successful, Ukraine could become an important new link in Pepco Group’s growth strategy across Central and Eastern Europe.
