Presidential Chief of Cabinet Hasan Doğan Releases Eighth Book: 'Islam and Slander'

WISE NEWS PRESS / ANKARA, TURKEY — JAN. 2, 2026

Ambassador Hasan Doğan, the Chief of Cabinet to the Turkish President, has expanded his academic bibliography with the release of his eighth book, "Islam and Slander" (İslam ve İftira). The work delves into the legal and sociological impact of defamation, offering a comprehensive analysis through the lens of Islamic jurisprudence.

Doğan, who holds degrees in both theology and law, continues to maintain a prolific output of intellectual works alongside his bureaucratic duties at the Presidential Complex.

A legal and moral analysis of defamation

In his new book, Doğan defines slander as "one of the oldest crimes that damages individual honor, tears apart the fabric of social trust, and shakes the sense of justice."

The text explores the concept of defamation from historical and theological perspectives, citing examples of figures who faced slander throughout history—from Socrates to the Prophet Yusuf, the Virgin Mary, and Aisha. Doğan examines how Islamic law approaches this "toxic crime," emphasizing that religious rulings aims to protect not just individual rights but also the broader moral order of society.

The book provides a detailed framework covering the nature of slander, its historical development, types, and the penal sanctions and methods of proof within the four Sunni schools of thought and other legal traditions. It is positioned as a key resource for researchers and jurists.

From blockchain to peace treaties: A diverse portfolio

"Islam and Slander" marks the eighth publication by Doğan, whose academic interests span a wide range of traditional and modern topics. Three of his previous works have been translated into English:

  • Islam and Peace: Argues that peace is the essence of Islam, discussing the legitimacy and scope of treaties between Muslims and non-Muslims based on the Quran and Prophetic tradition.

  • Islam and War: Traces the history of human conflict from the story of Cain and Abel to modern weapons of mass destruction, analyzing the human tendency toward violence.

  • Cryptocurrency and Blockchain from the Perspective of Islamic Law: A forward-looking analysis that avoids immediate dismissal of new financial technologies, instead offering a balanced legal evaluation of crypto assets within the context of Islamic finance.

His other Turkish-language works cover topics such as labor relations in the late Ottoman Empire, Ottoman audit mechanisms, and insurance practices for Hajj and Umrah pilgrims.

Who is Hasan Doğan?

Born in Ankara in 1977, Hasan Doğan holds degrees from Ankara University’s Faculty of Theology and Atılım University’s Faculty of Law. He completed his master's and doctorate at Ankara University's Institute of Social Sciences and received the title of Associate Professor in 2019.
