US Secretary of State Marco Rubio, speaking at Capitol Hill, announced a three-stage plan for Venezuela following the military operation that resulted in the capture of President Nicolas Maduro.
The strategy focuses heavily on leveraging Venezuela's vast energy reserves to stabilize the nation and open its economy to international interests. Rubio emphasized that the United States now holds "tremendous leverage" over the country, stating that Venezuela will no longer be able to transport oil or generate revenue without explicit US permission.
First Stage: Market-Price Oil Sales
In the initial phase of the plan, the United States intends to take between 30 and 50 million barrels of Venezuelan oil to be sold at current market prices. According to Rubio, the resulting revenue will be managed specifically for the benefit of the Venezuelan people rather than being lost to corruption. President Trump had previously stated that oil revenues would remain under US control during this period.
Second Stage: Market Access and Reconciliation
The second stage involves opening the Venezuelan economy to Western and global corporations to ensure fair market access. Rubio noted that cooperation with the US is now viewed as the primary way for the country to prevent total economic collapse. Additionally, this phase will include a national reconciliation process, granting amnesty to opposition figures and allowing them to return to the country freely.
Third Stage: The Transition
While Rubio labeled the final phase as the "Transition," he did not provide specific details regarding its implementation. He informed reporters that further information would be released in the coming days, expressing a positive outlook on the progression of the overall strategy. The announcement follows criticisms from some senators who suggested the US was acting without a clear, long-term roadmap for the region.
