BRUSSELS, BELGIUM — NATO Secretary General Mark Rutte faced intense criticism across Europe after asserting that the continent cannot defend itself without United States support, igniting a fierce debate over strategic military autonomy.

The comments come during an exceptionally fragile period for transatlantic relations, following recent tensions over security guarantees and a fundamental shift in how the US provides military assistance to Ukraine as the conflict enters its fifth year.

Criticism from European leaders

During a heated debate at the European Parliament on Tuesday, Rutte told lawmakers, "If anyone thinks Europe can defend itself without the US, they are dreaming. You can't do it. We can't do it. We need each other." The blunt assessment was immediately met with pushback from European politicians who argued the rhetoric undermines recent efforts to bolster continental defense capabilities.

Nathalie Loiseau, a French MEP from the Renew Europe group, accused Rutte of "unnecessary provocation," suggesting his priority was to appease the Trump administration. Critics such as Garvan Walsh of the Martens Centre noted that declaring half of NATO "useless" effectively gives the US a green light to demand even more concessions from European allies, potentially weakening the alliance's bargaining position.

The Greenland and Article 5 context

The timing of Rutte’s remarks is particularly sensitive following a diplomatic row over Greenland. Just a week ago, European allies warned that the future of NATO could be at risk if the US carries out threats to "take" the semi-autonomous Danish territory. As Greenland is covered under NATO’s Article 5 collective defense clause, the situation has raised existential questions about the reliability of mutual security guarantees.

Furthermore, while not a member of the EU, Greenland is covered by the EU’s mutual assistance clause. This allows for solidarity and support from other EU nations in the event of aggression, creating a complex legal and military overlap between NATO and EU frameworks that Rutte’s comments have further complicated.

Support for Rutte’s "reality check"

Despite the backlash in Brussels, some officials and diplomats argue that Rutte’s words were a necessary reality check. A US source familiar with military capacities told Euronews that "objectively, Rutte is right," noting that it would take a significant amount of time for Europe to acquire the high-end military assets currently provided by the US.

The debate centers on whether Europe can deter Russia without the American nuclear and intelligence umbrella. Experts like Kurt Volker, a former US ambassador to NATO, stated that Europe remains heavily dependent on US-shared intelligence and technical capabilities. Volker suggested that while the delivery may have been jarring, Rutte was warning Europeans against "dangerous fantasies" of total strategic independence before they have the industrial capacity to back it up.

A shifting model for Ukraine aid

The debate is underscored by a major shift in US policy regarding the war in Ukraine. The Trump administration has largely halted direct weapon donations, moving instead toward a model where aid is facilitated indirectly through NATO’s "Priority Ukraine Needs List." This mechanism encourages allies to purchase US weaponry to then supply to Ukraine, shifting the financial and logistical burden.

However, US officials emphasize that they continue to provide targeted intelligence support, which remains a critical military advantage for Kyiv. As the continent grapples with these evolving dynamics, Rutte’s comments serve as a polarizing reminder of the deep-seated dependencies that define the current European security architecture.
