Zelenskyy: Give us a two-month ceasefire and we will hold elections
President Zelenskyy told the Munich Security Conference he is open to elections if a ceasefire is established, while calling for an absolute blockade on Russian oil tankers.

MUNICH, Germany — Ukrainian President Volodymyr Zelenskyy stated on Sunday that he is open to holding national elections provided a two-month ceasefire is established to ensure a fair and safe democratic process.
Speaking at the opening of the Munich Security Conference, Zelenskyy addressed international pressure for democratic renewal while criticizing Europe’s absence from US-led negotiations and calling for an absolute blockade on Russian energy exports. Zelenskyy emphasized that holding fair elections under the constant threat of bombardment is impossible and that a temporary cessation of hostilities is required for logistics, especially for soldiers on the front lines.
Security guarantees and EU membership
A primary demand from Kyiv remains the acquisition of binding security guarantees before any final peace agreement is signed. Zelenskyy argued that sustainable peace must reflect the security concerns of the entire continent, not just the US and Russia. "Peace can only be built on clear security guarantees. Where there is no clear security system, war always returns," he told the assembly.
Zelenskyy announced that Ukraine has prepared detailed proposals for these guarantees and is ready to sign agreements with both American and European partners. Furthermore, the President signaled that technical alignment for Ukraine’s accession to the European Union could be finalized as early as 2027.
The "Anchorage Spirit" and European exclusion
The President expressed deep concern over what Russian officials call the "Anchorage Spirit," referring to the bilateral meeting between Vladimir Putin and Donald Trump in Alaska. Zelenskyy noted that the lack of European representation in these high-level talks is a "major mistake" that risks ignoring the continent's interests.
Zelenskyy criticized the current negotiation climate, where discussions of "concessions" are primarily focused on Ukraine without demanding equal sacrifices from Moscow. He warned that any deal ignoring the historical roots of the conflict as perceived by Kyiv would fail to produce a lasting solution.
A total blockade on Russian energy
In a call for intensified economic pressure, Zelenskyy urged Western partners to dry up the Kremlin’s war chest by targeting the "shadow fleet" of oil tankers. He pointed out that over 1,000 Russian tankers are still moving freely through the Baltic and North Seas, essentially acting as "floating wallets" for the Russian government.
"Without oil money, Putin would not have the funds to finance this war," Zelenskyy stated. He revealed that in recent discussions with French President Emmanuel Macron and EU Commission President Ursula von der Leyen, he demanded that these tankers not only be stopped but completely blocked and seized to cripple Russia's financial capability.
