The French military has officially begun accepting applications for its newly established voluntary military service program, a strategic move aimed at bolstering national defense capabilities as regional security concerns continue to grow across Europe.

The program, which targets 3,000 recruits in its inaugural year, aims to gradually scale up to 10,000 participants annually within four years. According to defense officials, the initiative is expected to add 150 million euros to the 2026 defense budget, with a total estimated expenditure of 2.3 billion euros between 2026 and 2030. Open to all citizens aged 18 to 25 regardless of gender, the program offers a monthly stipend of 800 euros.

Structure and duties of the volunteers

Participants will undergo an initial month of basic training followed by a nine-month assignment within the army, navy, or air force. While volunteers will perform duties similar to active-duty personnel, they will not be deployed for overseas operations.

The primary responsibilities for volunteers include:

  • Assisting in natural disaster relief efforts.

  • Domestic surveillance under counter-terrorism frameworks.

  • Technical roles ranging from drone operation and mechanics to healthcare and logistics.

French Defense Minister Catherine Vautrin emphasized that the program serves as a gateway to professional military careers, encouraging participants to remain within the armed forces upon completion.

Shifting security paradigms in Europe

The reintroduction of a voluntary service model comes 30 years after France abolished compulsory conscription in 1996. This shift reflects an urgent need to expand military personnel as the traditional security umbrella provided by the United States is increasingly scrutinized, and perceived threats from Russia intensify.

France is not alone in this endeavor; Germany launched a similar initiative earlier this year. However, the German model requires all 18-year-old men to complete a mandatory survey regarding their interest in service, offering a significantly higher gross monthly salary of 2,600 euros to its volunteers. Both nations are currently navigating the challenge of professionalizing their reserves to meet modern geopolitical demands.
