Senior German politicians have expressed alarm over media reports detailing a purported US-brokered peace plan for Ukraine, warning that the proposal appears to capitulate to "maximalist" Russian demands.

The draft plan, allegedly linked to US negotiator Steve Witkoff, has triggered significant backlash within Berlin's political landscape. Officials from both the Social Democratic Party (SPD) and the Christian Democratic Union (CDU) warn that forcing Kyiv into a disadvantageous deal would threaten not only Ukraine's sovereignty but also the broader security of Europe.

Concerns over 'Russian maximalist demands'

Siemtje Möller, deputy chair of the SPD parliamentary group, described the reports regarding the Witkoff plan as "worrying." Speaking to the Funke Mediengruppe newspapers, Möller stated it was alarming that US negotiators had reportedly entertained conditions that "almost reach Russian maximalist demands."

While Möller welcomed the resumption of diplomatic talks aimed at a concrete peace plan, she emphasized that negotiations must not occur "over the heads of the Ukrainians."

"Europe must now stand united by Ukraine's side so that Kyiv is not pushed into a deal that weakens Ukraine and thus endangers European security," Möller said. She warned that a peace based on a weakened Ukraine carries the risk that Russian President Vladimir Putin could return even stronger after a "breather."

Details of the alleged proposal

According to media reports circulating in Berlin, US and Russian negotiators have allegedly agreed on a framework for ending the war. The reported terms include:

  • Ukraine completely evacuating the contested regions of Donetsk and Luhansk.

  • A significant reduction in the size of the Ukrainian army.

  • Ukraine renouncing the use of certain long-range weapons.

CDU warns against rewarding aggression

Jürgen Hardt, foreign policy spokesperson for the CDU/CSU parliamentary group, also voiced strong reservations. "As far as the 28 points are known so far, there seems to be an imbalance to the detriment of Ukraine," Hardt told Funke newspapers.

Hardt insisted that Russia must not receive concessions on points critical for preventing future conflict, specifically regarding Ukraine's military strength and the freedom of people in the Donbas region to determine their own fate.

"Russia must not make booty, otherwise the war logic in the Kremlin will never stop," the CDU politician warned. However, Hardt acknowledged that the US administration has a genuine desire to end the conflict. "Trump has often shown: He really wants to create peace," Hardt noted, adding that the US President had previously stifled various conflicts with his dynamic approach.

Hardt concluded that the German government must continue to closely monitor the process together with allies and demand a voice in the negotiations. "We will always support positive approaches by the USA, but also clearly express our concerns—it is about Europe's future."
