MYKOLAIV, UKRAINE — Mykolaiv Regional Military Administration head Vitaliy Kim said he does not plan to step down, despite receiving offers for other positions, reaffirming his commitment to leading the region during wartime.

Kim made the remarks in an interview with Interfax-Ukraine, addressing speculation about a possible resignation after several years in office. The statement underscores the importance of leadership continuity as southern Ukraine continues to deal with the effects of war and reconstruction challenges.

Responds to resignation speculation

Asked whether he feels exhausted after years in office, Kim said his motivation comes from observing Ukrainian soldiers on the front lines.

“This is not about being tired. When I look at our soldiers, even if they are exhausted, they continue their work. I have no other option but to keep working and take responsibility,” Kim said.

He added that stepping down under current conditions is not an option.

Focus on post-war reconstruction

Kim emphasized his long-term vision for Mykolaiv, including the implementation of what he described as the “South 2.0” development strategy.

According to Kim, the plan aims not only to rebuild infrastructure damaged during the war but also to create a more sustainable and resilient regional economy.

Declined offers from Kyiv

When asked about potential offers for national-level positions, Kim confirmed that he had received proposals but chose to reject them.

“There were offers, but I declined them. I have responsibilities here and projects that must be completed, including those that began before the war,” he said.

He stressed that completing these initiatives remains his priority.

Building long-term institutional capacity

Kim also highlighted his goal of establishing a governance system in Mykolaiv that can operate effectively even after his tenure ends.

Such an approach, analysts say, is critical for ensuring continuity and stability in post-war reconstruction efforts.

Personal ties to Mykolaiv

Kim noted that both he and his family see their future in Mykolaiv, which influenced his decision to reject what he described as “attractive offers.”

Previous financial disclosure

Kim previously published his 2025 income and asset declaration, which showed that his family owns six apartments and holds significant financial assets. The disclosure drew attention as part of Ukraine’s transparency requirements for public officials.
