The Portuguese government has announced it will grant long-term residence and work permits to foreign nationals, including Turkish citizens, under its "Passive Income Visa" (D7 Visa) program. The condition requires applicants to demonstrate a minimum regular passive income of 870 Euros per month.

The D7 Visa program has quickly become one of the most accessible routes into the European Union for Turkish retirees, freelancers, and investors with stable income streams, owing to Portugal's lower cost of living and the benefit of Schengen Area access.

Passive Income Requirements and Scope

The core requirement for the D7 Visa is that the applicant must prove a regular monthly passive income equal to the gross minimum wage in Portugal:

  • Minimum Income Requirement: A minimum monthly passive income of 870 Euros (approximately ₺43,000 at the current exchange rate).

  • Scope: This income must be from guaranteed, regular payments such as rental income, company dividends, pensions, or investment returns.

  • Exclusion: Salary or active business income does not qualify as passive income for this visa category.

Additional Income for Families

Extra income is required if the applicant intends to bring family members:

  • Spouse: An additional 50% of the minimum income (€435).

  • Per Child: An additional 30% of the minimum income (€261).

Application Process and Rights

The application process is completed in two stages. The initial visa application is made at the Portuguese Consulate or authorized visa centers in Turkey, requiring documentation like a minimum 6-month valid passport, proof of accommodation (rent or title deed), a Portuguese bank account, and tax number (NIF), criminal record certificate, and health insurance with at least a €30,000 coverage.

Upon visa approval, the applicant travels to Portugal and applies for the first 2-year residence permit at the SEF (Foreigners and Borders Service) office. This permit can then be renewed for another 3 years.

Holders of the D7 Visa gain the right to live and work in Portugal, can travel freely across the 26 Schengen countries, and become eligible to apply for Portuguese citizenship after five years of continuous legal residence.
