Report: Sexual Torture of Palestinian Prisoners Institutionally Mandated
The AOHR UK report detailed systemic sexual violence, rape, and torture against Palestinian detainees, stating the abuses are not isolated incidents but part of an institutional policy ordered by high-ranking officials.
WISE NEWS PRESS / LONDON, UK — NOVEMBER 14, 2025
The Arab Organization for Human Rights in the UK (AOHR UK) has issued a severe statement detailing systemic sexual violence, rape, and torture allegations against Palestinian detainees in Israeli detention centers. The human rights group asserted that the testimonies confirm the abuses are not isolated incidents but rather an institutional policy carried out by high-ranking officials.
The AOHR UK statement condemned the crimes committed by the Israeli authorities against Palestinian prisoners, noting that the brutality has reached unprecedented levels. According to the organization, statements from male, female, and child detainees reveal that sexual violence has become a widespread method in Israeli prisons, with a clear aim of physical and psychological destruction.
Brutality Mandated by Senior Officials
The AOHR UK statement provided crucial detail regarding the source of the institutional abuse:
"The statements of the victims provide irrefutable evidence that this brutality is not a series of isolated events but rather part of a deliberate and institutional policy implemented on the orders of senior officials in Israel's security and military establishment."
The policy's primary objective, the statement added, is the physical and psychological destruction of Palestinian detainees.
Documented Acts of Sexual Violence
The organization highlighted harrowing accounts from detainees, which included rape in interrogation centers, assault with objects, the use of trained dogs in sexual violence, and threats of blackmail after victims were allegedly videotaped.
Specific testimonies recounted women prisoners being repeatedly raped and threatened with the publication of recorded images. One prisoner reported being raped by a police dog at the Sde Teiman center, while another was assaulted with a wooden stick and forced to lick it. Other victims reported being raped with bottles or subjected to gang assault, with some attacks reportedly resulting in death.
Calls for International Action
AOHR UK urged international media outlets to uphold professional and humanitarian standards by treating victims’ testimonies as human rights narratives rather than political ones.
The organization further criticized the Israeli public for a perceived silence, noting that footage leaked from the Sde Teiman center exposed the extent of the institutional rot. They observed that public discussion focused on how the images were leaked rather than the atrocity itself, leading to a dangerous normalization of crimes among broad societal sectors.
The statement concluded by demanding accountability and justice, calling for:
-
The establishment of a special committee to support torture victims, including doctors and social workers.
-
The formation of an independent international commission of inquiry to submit all evidence as war crimes to the International Criminal Court (ICC).
AOHR UK also appealed to state parties of the Geneva Conventions and the Convention Against Torture to take steps to ensure that those responsible can be prosecuted wherever they may be in the world. The organization noted that over 9,000 detainees are currently subjected to severe torture daily.
