Trump May Seize $2.5 Billion in Frozen Russian Assets for Ukraine Support, CBO Forecasts

The US Congressional Budget Office (CBO) projected that President Donald Trump could seize approximately half of the frozen Russian assets under American jurisdiction between 2026 and 2028, with the $2.5 billion in confiscated funds potentially earmarked for support to Ukraine.
The CBO's analysis suggests that roughly $2.5 billion of the total $5 billion in frozen Russian assets could be confiscated by the US government. This projection is contingent on the likelihood of Congress adopting the “REPO Implementation Act for Ukrainians of 2025.” The legislation outlines how frozen Russian assets would be used to benefit Ukraine. However, the CBO stressed that uncertainty remains regarding whether President Trump will ultimately proceed with such a move.
Funds Allocation and Treasury Bonds
According to a report from Sputnik, if the White House decides to proceed with the seizure, approximately $300 million of the confiscated amount would initially be invested in US Treasury bonds for a short period, before being allocated for support to Ukraine.
The potential seizure reflects the ongoing effort by the US and its allies to find new mechanisms to finance Ukraine's reconstruction and defense efforts using frozen Russian funds.
