Senior diplomats from Turkey and Russia held a meeting in Ankara on November 13, with energy cooperation at the center of the discussions, according to an official statement by the Russian Embassy in Ankara. The meeting took place amid intensified U.S. calls for NATO allies to halt energy imports from Russia.

The embassy announced that Russian Deputy Foreign Minister Aleksandr Pankin met with Turkish Deputy Foreign Minister Berris Ekinci, emphasizing pragmatic cooperation across key sectors, including oil, natural gas, and nuclear energy.

Official Statement: Commitment to Continued Dialogue

The embassy said Pankin confirmed Russia’s intention to maintain dialogue based on mutual benefit in all fields, noting the importance of fossil fuels and a balanced approach to global energy security.

According to the statement, “The deputy ministers noted that their positions on most agenda items were close or fully aligned, and agreed to continue contacts through international platforms.”

U.S. Pushes NATO Partners to Stop Buying Russian Energy

The bilateral meeting followed repeated warnings from Washington.
U.S. President Donald Trump said after his meeting with President Recep Tayyip Erdoğan on September 25 that “the best thing to do would be to stop buying oil and natural gas from Russia.”

Additionally, following talks between U.S. Secretary of State Marco Rubio and Turkish Foreign Minister Hakan Fidan on November 10, the U.S. State Department stated that all NATO allies are urged to halt the purchase of Russian energy.

Turkey’s Current Energy Dependence

Russia remains a key supplier to Turkey’s energy market:

  • 66% of Turkey’s crude oil imports

  • 41% of natural gas imports
    come from Russia, according to official energy data.

Following the Trump–Erdoğan meeting, Turkish Energy Minister Alparslan Bayraktar signaled that no significant shift in import policy is expected in the near term.
