UK and Ukraine sign £3 billion annual defense agreement
Ukrainian President Zelenskyy and UK Prime Minister Starmer signed a strategic pact providing £3 billion in annual military aid until 2030/31.

LONDON, UNITED KINGDOM — Ukrainian President Volodymyr Zelenskyy and UK Prime Minister Keir Starmer signed a joint declaration in London, launching a strategic partnership that guarantees at least £3 billion in annual military assistance to Ukraine until 2030/31.
The agreement elevates the bilateral partnership to a new level, outlining cooperation across eight main areas, including security, trade, energy, and technology. The initiative aims to merge Ukraine's unique battlefield experience with British defense innovation to jointly develop and produce modern combat technologies.
Defense technology and drone production
According to a statement from the Ukrainian Presidential Office, technology sharing in the defense industry was a central focus of the March 17 meeting. The nations plan to increase the production of OCTOPUS-type interceptor combat drones under the LYRA program, which is scheduled for implementation starting in June 2025. Furthermore, joint initiatives such as the Nightfall project are designed to collaboratively enhance the military capabilities of both countries.
Air defense and long-term support
The signed document emphasized that the UK will continue to support Ukraine's air defense needs through its leadership in the Ukraine Defense Contact Group and financial contributions via the PURL initiative. This assistance is deemed crucial in countering Russia's ongoing attacks on civilian and critical infrastructure. The UK reaffirmed that its long-term military support will last as long as Ukraine requires it, alongside the continued training of Ukrainian soldiers under Operation INTERFLEX.
Trilateral NATO summit and royal meeting
During his visit to London, Zelenskyy also held a trilateral summit with Prime Minister Starmer and NATO Secretary-General Mark Rutte. The leaders discussed joint weapons production to strengthen Ukraine and the broader European region, as well as the urgent need to implement decisions made under the Ramstein format to bolster air defense systems with missile stocks. In addition to these diplomatic contacts, Zelenskyy also met with King Charles III.
