The details of US President Donald Trump's draft plan to end the Russia-Ukraine war have been leaked via the US-based news outlet Axios. The 28-point plan reportedly mandates that Ukraine offer territorial concessions in parts of its eastern regions and reduce the size of its military in exchange for security guarantees.
A US official with direct knowledge defended the plan, arguing that Ukraine would lose more territory if the war continued under current conditions. The source stated, "It is in Ukraine's interest to reach an agreement today."
Territorial Arrangements and Shocking Clauses
The main outlines of the leaked plan involve critical compromises. It suggests that Ukraine withdraw from parts of Donetsk and Luhansk that Russia does not fully control, with these areas being designated a demilitarized zone where Russian forces would be forbidden from deploying. Regarding Kherson and Zaporizhzhia, the plan proposes largely freezing the current front lines, with some areas potentially being returned to Ukraine depending on negotiations.
The most controversial clause is the suggestion that the US and some European nations are prepared to recognize Crimea and the Donbas as 'de facto Russian territory'; however, Ukraine would not be formally required to accept this recognition. In exchange for these territorial adjustments, the US and European countries would offer Ukraine security guarantees against future Russian aggression. The draft also includes provisions limiting the size of the Ukrainian military and its long-range weapon capacity.
Qatar and Turkey at the Center of Diplomacy
According to Axios, Turkey and Qatar are playing a significant role in preparing the plan and conducting diplomatic talks. A high-ranking Qatari official reportedly attended comprehensive discussions last week between Trump's representative, Steve Witkoff, and Ukrainian National Security Advisor Rustem Umerov. Witkoff is also reported to have contacted Russia's Ambassador to Washington, Kirill Dmitriev, to discuss the plan before meeting with the Ukrainian side.
A US official commented, "Just as Qatar and Turkey played a critical role in the process leading to the Gaza ceasefire, they can form a similar channel in the diplomatic resolution of the Ukraine war."
Ankara Summit Postponed, Kyiv Raises Objections
Witkoff was reportedly preparing for a trilateral meeting with Ukrainian President Zelensky and Turkish Foreign Minister Hakan Fidan in Ankara this week, but the meeting was postponed. The reason cited was that Zelensky's team objected to some previously discussed clauses and requested the talks be broadened to include European nations. Washington also argues that ongoing corruption investigations targeting Zelensky’s inner circle in Kyiv influenced this decision.
A Ukrainian official confirmed that Umerov did not receive a written text from Witkoff, only a verbal framework. The Kyiv side emphasized that they "openly object to many points" in the plan and that Ukraine is "opposed in principle" to ceding territory to Russia.
