Zelensky: Peace plan offers 15-year security guarantee, we want 50

WISE NEWS PRESS / FLORIDA, USA — DEC. 30, 2025

Ukrainian President Volodymyr Zelensky, following a critical meeting with US President Donald Trump, announced that the 15-year security guarantees proposed in a 20-point peace plan are insufficient, stating that Ukraine seeks a duration of up to 50 years.

Speaking after the summit at the Mar-a-Lago estate in Florida, Zelensky noted that a consensus has been reached on 90% of the plan aimed at ending the war. The Ukrainian leader conveyed the request to extend the duration of security guarantees to Trump, who reportedly agreed to consider the proposal. Zelensky emphasized that for a lasting peace, these guarantees must be both politically and legally ratified by the parliaments of Western allies, including the US Senate.

Two critical issues remain under negotiation

Zelensky explained that while 18 out of the 20 points in the document have been fully agreed upon, the future of the Zaporizhzhia Nuclear Power Plant and matters of territorial integrity remain on the negotiating table. "Only these İwo issues remain," Zelensky stated, highlighting that it is vital for Ukraine’s future that all parties interpret the plan in the same manner.

Security guarantees and the 50-year demand

Reminding that the war has lasted nearly 15 years, Zelensky argued that the protective shield provided after the peace should not be short-term. He suggested to Trump that extending guarantees to 30, 40, or 50 years would be a "historic decision". The Ukrainian President asserted that the war cannot truly be considered over until security guarantees are in effect and parliamentary approvals from Western allies are secured.

Four-party format and relations with Moscow

Zelensky expressed openness to various diplomatic paths, including a "four-party technical group" involving Ukraine, Europe, America, and Russia. Maintaining a cautious stance toward Russian President Putin, Zelensky remarked that Putin's words must align with his actions, noting that "It is not the first time Putin says one thing and does another".
