The German federal government has prepared a comprehensive ten-point plan aimed at deepening cooperation in the defense industry with Ukraine. The strategic roadmap includes high-level objectives such as the opening of a liaison office for the Ukrainian defense industry in Berlin and establishing a partnership for the production of armed unmanned aerial vehicles (UAVs).

According to the plan, regular high-level consultations will be held between the defense ministries of both countries in the future. The German government views this partnership as a vital component of the security agreement signed between the two nations in February 2024.

Joint drone production and infrastructure

A significant portion of the plan focuses on technological collaboration. Ukraine is set to produce its self-developed armed drones (SİHAs) in Germany. To facilitate this, an agreement has already been reached between the Ukrainian drone manufacturer Frontline Robotics and the German defense industry company Quantum Systems.

Additionally, the plan mandates the establishment of a liaison office in Berlin under the name "Ukraine Freedom House". This office aims to enable arms manufacturers from both countries to establish stricter and more frequent relations. To support these efforts, the military attaché staff at the German Embassy in Kyiv will also be strengthened.

Economic integration and security measures

The ten-point plan outlines broader economic and security measures, including:

  • Intensifying joint arms procurement for Ukraine from European partner countries.

  • Integrating Ukraine more strongly into the European Union (EU) defense industry products market.

  • Reviewing the use of government investment guarantees to support German defense companies operating in Ukraine.

  • Implementing measures in both countries to prevent corruption in the supply of arms industry products.

Learning from the battlefield

Germany's interest in the war experience gained by Ukraine has increased significantly in recent months. As part of the new plan, Germany intends to analyze Ukraine's digital battlefield data and information regarding the use of German weapons to improve soldier training and strategy development.

To date, the German government has spent more than 500 million euros on defense industry cooperation between the two nations. Berlin emphasizes that a strong Ukrainian defense industry is vital for defense against Russia and serves the general security of Europe.
