Ukraine has signaled approval for a revised United States peace plan to end the war with Russia, prompting U.S. President Donald Trump to declare that the parties are "close to peace."

The proposal, originally consisting of 28 points, was restructured during high-level meetings in Geneva following initial objections from Ukraine and European allies. The updated 19-point framework has now secured backing from Kyiv, though the Kremlin maintains it has not yet received the final text.

Revisions and concessions

The revised plan eliminates several controversial clauses that had previously stalled negotiations. Most notably, a stipulation requiring the reduction of the Ukrainian army from 800,000 to 600,000 personnel has been removed.

Ukranian officials noted that the new draft bears little resemblance to earlier versions that demanded significant concessions from Kyiv. Critical political issues, including territorial integrity and potential NATO membership, have reportedly been deferred to the discretion of national leaders rather than being pre-determined in the preliminary text.

Kremlin Spokesman Dmitry Peskov stated that while they have not reviewed the reduced 19-point draft, Trump's initiative could serve as a "good basis" for negotiations.

Secret diplomacy in Abu Dhabi

Parallel to the Geneva talks, reports have emerged of secret diplomatic channels active in the United Arab Emirates. Dan Driscoll, a high-ranking U.S. military official, reportedly held separate meetings with Russian and Ukrainian delegations in Abu Dhabi following his engagements in Geneva. The Kremlin declined to comment on these specific meetings.

Ukrainian President Volodymyr Zelensky is expected to visit the United States later this month to meet with President Trump. Zelensky expressed optimism about the updated framework, stating:

"Following the meetings in Geneva, we see many possibilities that can make the path to peace real. There are solid results, though much work remains ahead."

International security guarantees

French President Emmanuel Macron also weighed in on the developing peace process, emphasizing that any deal must not equate to Ukrainian capitulation. Macron suggested a potential international security force to monitor the agreement, proposing that French, British, and Turkish troops could be deployed to the region.

"We do not want a peace where Ukraine surrenders," Macron said, stressing that the final decision on concessions belongs to Kyiv.

Meanwhile, White House Press Secretary Karoline Leavitt confirmed that "significant progress" has been made, though remaining details require further trilateral discussions between Washington, Moscow, and Kyiv.
