CHISINAU, MOLDOVA — Maia Sandu has secured a second term as the President of Moldova, defeating pro-Russian challenger Alexandr Stoianoglo with 55.3% of the vote in the November 2024 runoff election.

This victory reinforces the nation's commitment to European integration and serves as a significant milestone in Sandu’s political journey, which began with her role as Education Minister and evolved through a period of intense political reform and international advocacy. As the current leader of the pro-European Party of Action and Solidarity (PAS), Sandu’s re-election is viewed by analysts as a mandate to continue her anti-corruption efforts and pursuit of European Union membership.

Academic Background and International Career

Born on May 24, 1972, in the village of Risipeni, then part of Soviet Moldavia, Maia Sandu established a robust academic foundation before entering the political arena. She studied management at the Academy of Economic Studies of Moldova (ASEM) from 1989 to 1994, followed by international relations at the Academy of Public Administration (AAP) in Chisinau.

Sandu’s international perspective was further shaped by her time in the United States, where she graduated from the John F. Kennedy School of Government at Harvard University in 2010.

Her professional credentials include serving as an Advisor to the Executive Director at the World Bank in Washington, D.C., from 2010 to 2012. This experience provided her with deep insights into global economic governance and financial transparency, which she later integrated into her domestic policy platform. In addition to her native Romanian, Sandu is fluent in Russian and English, enabling her to engage effectively with diverse international stakeholders.

From Reformist Minister to Party Leader

Sandu returned to Moldova in 2012 to serve as the Minister of Education, a position she held until 2015. During her tenure, she became known for implementing rigorous reforms designed to modernize the education system and eliminate corruption, particularly in national examination processes.

In late 2015, Sandu transitioned into full-time party politics by launching the "In / pas / with Maia Sandu" platform, which eventually became the Partidul Acțiune și Solidaritate (Party of Action and Solidarity - PAS). She first ran for the presidency in 2016 as a joint candidate for pro-European forces. Although she reached the second round, she was narrowly defeated by the pro-Russian candidate Igor Dodon, who secured 52% of the vote compared to Sandu’s 48%.

Despite this setback, Sandu’s influence continued to grow. By 2019, public opinion polls consistently ranked her among the most trusted politicians in Moldova, reflecting a growing appetite for her platform of institutional reform and transparency.

The 2019 Political Crisis and Prime Ministership

The 2019 parliamentary elections saw Sandu’s PAS form the ACUM Electoral Block with the PPDA, led by Andrei Năstase. The coalition secured 26 of the 101 seats in the Moldovan Parliament. On June 8, 2019, in a surprise move to break a political deadlock, Sandu was elected Prime Minister in a coalition government with the PSRM.

This appointment sparked a significant constitutional crisis. The Constitutional Court of Moldova initially declared the formation of the government unconstitutional, but under immense international pressure and domestic support, the court revised and revoked its previous decisions on June 15, 2019, formally recognizing the Sandu Cabinet. Although her time as Prime Minister lasted only five months, it solidified her reputation as a leader willing to navigate complex political alliances to achieve stability.

Re-election and the Path to European Integration

In July 2020, PAS nominated Sandu for the presidency once again. In the first round held on November 1, 2020, she led with 36.16% of the vote, ahead of incumbent Igor Dodon. On November 16, 2020, she achieved a landmark victory in the second round, securing 57.7% of the vote to become the 6th President of Moldova and the first woman to hold the office.

Her re-election on November 3, 2024, came at a time of heightened regional tensions following the invasion of neighboring Ukraine. Facing Alexandr Stoianoglo, who was backed by pro-Russian forces, Sandu successfully campaigned on a platform of "European Moldova." Her victory with 55.3% of the vote is widely interpreted as a rejection of Russian influence and a clear mandate to bring Moldova into the European Union.

Sandu’s second term is expected to focus on strengthening the rule of law, diversifying energy sources to reduce dependence on Russia, and advancing the official EU accession negotiations. As Moldova continues to navigate its path between East and West, Sandu remains the central figure of the nation’s democratic and pro-European transformation.
