MHP VP: Right to hope to be included via ECtHR rulings

ANKARA, TURKEY — Nationalist Movement Party (MHP) Vice President Feti Yıldız announced on Monday that the "right to hope" would be integrated into the upcoming parliamentary commission report by aligning with European Court of Human Rights (ECtHR) rulings.
Speaking to journalists after a meeting of the National Solidarity, Brotherhood, and Democracy Commission, Yıldız emphasized the party's desire for a consensus-based document. While the term "right to hope"—which refers to the possibility of conditional release for life-term prisoners—has been a subject of intense public debate, Yıldız clarified that it would be included as legal content rather than a standalone title in the final report.
Legal Framework through ECtHR Precedents
Yıldız provided insights into the technical drafting of the report, noting that international legal standards would guide the content. When asked if the "right to hope" would be explicitly named in the document, Yıldız stated, "Even if it is not a specific title, it will certainly be included as content through ECtHR rulings."
Addressing rumors regarding a potential "Return Home Law" expected to reach Parliament this spring, Yıldız remained cautious. "You have already named the law yourself," he told reporters. "Let's wait and see; hopefully, it will happen," he added, indicating that the legislative timeline is still being finalized.
Opposition Calls for Broader Democratic Steps
Republican People's Party (CHP) Group Deputy Chairman Murat Emir also evaluated the commission's progress, highlighting the need for a common sense approach. While acknowledging that there are areas of criticism and missing points from various parties, Emir stressed that the goal is to present a comprehensive democratization perspective for Turkey.
"We are working toward a report that accelerates necessary steps without delay," Emir stated. He pointed out that ending the practice of government-appointed trustees and adhering to ECtHR rulings are critical benchmarks for the opposition. He specifically mentioned that the release of figures like Can Atalay and Tayfun Kahraman would provide significant public relief.
No Specific Regulations for Individuals
Despite the focus on legal reforms, the CHP representative maintained a strict boundary regarding the scope of the report. Emir emphasized that the document should not be tailored to specific figures, stating, "There will be no regulation in this report for a single person or a specific group."
MHP’s Yıldız echoed the sentiment that negotiations are ongoing and nearing a conclusion. "Meetings are continuing. It will be finished as soon as possible," Yıldız concluded, signaling that the commission aims to finalize the draft before the spring legislative session begins in earnest.
