CHISINAU, MOLDOVA — The National Employment Agency (ANOFM) marked its 35th anniversary on February 28, 2026, by releasing a definitive ranking of the nation’s top employers for 2025, highlighting a year of significant labor market expansion.

The ceremony, attended by high-ranking government officials, recognized companies from across all regions—stretching from Gagauzia to Falesti—that excelled in job creation, vocational training, and social inclusion. Labor Minister Natalia Plugaru revealed that Moldova successfully integrated 20,000 people into the workforce in 2025, setting the stage for an ambitious quadruple-growth target over the next four years.

Anniversary Milestones and Job Market Growth

The 35th anniversary of the National Employment Agency served as more than just a commemorative event; it acted as a strategic review of the 2025 fiscal year. According to Agency data, the labor market in Moldova has shown remarkable resilience despite regional geopolitical pressures. The "Best Employer" awards were not based solely on the number of hires but on a holistic set of criteria designed to modernize the Moldovan workplace.

The Agency evaluated candidates based on their implementation of employment promotion measures, the quality of provided vocational training, the effective use of state subsidy mechanisms, and the adaptation of workplaces for persons with disabilities. This shift in criteria reflects Chisinau’s broader goal of moving beyond "temporary hiring" toward sustainable, high-value employment.

Categorizing Excellence: From Micro to Large Enterprises

The rating categorized businesses by size, ensuring that small-scale local farms and massive industrial complexes were equally recognized for their contributions to the national economy.

  • Micro-enterprises (up to 9 employees): The farm “Cibotari Serghei Nicolai” from Cunici village (Floresti district) took the top spot, proving that small-scale agriculture remains a cornerstone of rural employment.

  • Small enterprises (up to 49 employees): PiramidGrup Ltd. from Cimislia was honored for its agility and consistent growth within the regional market.

  • Medium-sized enterprises (up to 249 employees): “Farm-Prod” Ltd. in Stefan Voda was highlighted for its professional management and role as a regional economic stabilizer.

  • Large enterprises (more than 250 employees): Cablem-Mld-IT Sp. z o.o. in Falesti secured the lead in this category, representing the growing influence of the IT and technical manufacturing sectors in Northern Moldova.

Other notable awardees included Servicii Comunale Florești SA, Shliaieva Company Ltd from Anenii Noi, and Bay Kuș LLC in Gagauzia. The inclusion of JSC “Alfa-Nistru” (Soroca) and Sălcuța Ltd (Causeni) underscored the vitality of the food processing and viticulture sectors in the employment landscape.

Inclusion and Social Impact: A New Standard for Hiring

One of the most praised aspects of the 2025 rankings was the recognition of companies created or managed by people from Ukraine. Following the displacement caused by regional conflict, these entrepreneurs have not only integrated into the Moldovan social fabric but have become job creators themselves.

Labor Minister Natalia Plugaru emphasized that the diversity of the 2025 winners—including firms like Mobil-Top Ltd (Edinet) and FE “Terra” (Cantemir)—shows that the Moldovan economy is becoming more inclusive. "The best form of social protection is a well-paid job," echoed Alexei Buzu, Head of the State Chancellery. Buzu argued that the 2025 awardees demonstrated a "patriotic commitment" to the country by investing in workplace adaptations that allow citizens with disabilities to contribute meaningfully to the economy.

Ambitious Targets: The Road to 100,000 Jobs

The event served as the launchpad for a bold new government initiative. Minister Plugaru confirmed that after reaching the 20,000-job milestone in 2025, the government has set a minimum target of 100,000 newly employed people by 2030. This plan requires an average of 25,000 new jobs per year.

Alexei Buzu described this target as a "minimum floor," expressing his hope that records will continue to be broken. "We are focusing on breaking the cycle of poverty by empowering the private sector," Buzu stated. The government plans to achieve this through:

  1. Enhanced Subsidies: Extending the mechanisms used by 2025’s top employers to more regional SMEs.

  2. Infrastructure Support: As seen in Chisinau’s Revaca transit project, better mobility is expected to unlock labor pools in rural areas.

  3. Vocational Re-skilling: Mirroring the success of the Palace of Culture “Nicolae Botgros” in Cahul, which was awarded for its cultural and educational labor initiatives.

Regional Diversity and the Role of Foreign Entrepreneurship

The 2025 rating proved that job growth is no longer confined to Chisinau. The success of Incar Prim Ltd in Straseni and the diverse enterprises in Gagauzia demonstrate that regional development agencies are beginning to see the fruits of their decentralization efforts. The Ministry of Labor intends to use the "Best Employer" list as a blueprint for other regions to follow, encouraging local mayors to work closely with the National Employment Agency.

As the Agency enters its 36th year, the focus remains on maintaining the momentum of 2025. With the support of the State Chancellery and international partners, Chisinau aims to transform the "social protection" model into a "labor-driven growth" model.
