A reported 28-point draft peace plan attributed to the incoming Trump administration has been published by the Associated Press (AP), outlining a potential framework to end the Russia-Ukraine war that includes significant concessions long sought by Moscow.
According to the report, the draft has been officially transmitted to the Ukrainian government. The Office of the President of Ukraine confirmed receipt of the document on November 20, stating that it is being evaluated for its potential to intensify diplomatic efforts.
Core proposals: Neutrality and territorial changes
The plan reportedly centers on a non-aggression pact between Russia, Ukraine, and Europe, alongside a confirmation of Ukraine's sovereignty. However, it includes several controversial provisions:

NATO Membership: Ukraine would amend its constitution to enshrine neutrality and renounce any future NATO membership. NATO would also amend its charter to state that Ukraine will not be admitted.

Military Limits: The Armed Forces of Ukraine would be capped at 600,000 personnel.

Territorial Recognition: Crimea, Donetsk, and Luhansk would be recognized as de facto Russian territory.

Economic reconstruction and global integration
Beyond security and territory, the plan outlines a roadmap for economic recovery and reintegration. It proposes a U.S.-guaranteed framework where Ukraine gains privileged access to European markets. A $100 billion fund, sourced from frozen Russian assets, would be dedicated to Ukraine's reconstruction, with the U.S. taking a share of the profits from related projects.
For Russia, the plan suggests a pathway back to the global economy, including the gradual lifting of sanctions and an invitation to rejoin the G8. It also proposes long-term economic cooperation between the U.S. and Russia in sectors such as energy, AI, and Arctic resource extraction.
Nuclear safety and human rights
The proposal addresses nuclear concerns by placing the Zaporizhzhia Nuclear Power Plant under IAEA supervision and extending nuclear arms control treaties like START I. Ukraine would reaffirm its non-nuclear status.
Additionally, the plan calls for the protection of linguistic minorities, the removal of discriminatory measures, and the prohibition of Nazi ideology. It also mandates elections in Ukraine within 100 days of the agreement and a general amnesty for acts committed during the war.
Ukrainian officials have reportedly objected to several points in the plan, citing threats to the country's territorial integrity and sovereignty.
