Zelenskyy Rejects Reported Peace Plan: We Will Not Trade Honor for Peace

WISE NEWS PRESS / KYIV, UKRAINE — NOVEMBER 21, 2025

Ukrainian President Volodymyr Zelenskyy delivered a defiant rejection of a reported 28-point peace plan allegedly pressured by the incoming Trump administration, declaring that Ukraine would never trade its honor or sovereignty for an imposed peace.

Speaking in a video address marking Ukraine's Day of Dignity and Freedom, Zelenskyy emphasized that his nation faces a critical juncture but will not capitulate to demands that compromise its independence.

"Peace, but not at the cost of Ukraine's end"

The address follows reports by the Associated Press detailing a draft peace proposal attributed to the Trump team. The plan reportedly includes controversial provisions such as de facto recognition of Russian control over Crimea and the Donbas, a cap on the Ukrainian military at 600,000 personnel, and a formal renunciation of NATO membership. The Ukrainian President's Office confirmed that the draft had been "officially received."

"Ukraine is currently experiencing one of the heaviest pressures," Zelenskyy stated. "They are putting two options before us: either lose your honor or risk losing a key partner. But I remember my oath. I will not betray Ukraine's freedom, independence, and sovereignty."

Zelenskyy directly targeted the "complex points" of the draft, asserting that Ukraine, as a free and sovereign nation, would "never accept an imposed agreement." He stressed that while Ukraine desires peace, it must be "honorable, effective, and lasting," not a peace that comes at the cost of the nation's existence.

The controversial 28-point plan

The draft plan has sparked significant controversy within Kyiv. Key points reportedly include freezing the front lines in Kherson and Zaporizhzhia, limiting Ukraine's military capabilities, and amending NATO's charter to explicitly exclude Ukraine. In exchange, the plan suggests Russia would return to the global economy with lifted sanctions, while the U.S. would play a major role in Ukraine's reconstruction.

Ukrainian officials have objected to numerous clauses, arguing they endanger the country's territorial integrity and sovereignty. The proposal also reportedly calls for elections in Ukraine within 100 days and amnesty for war crimes, further fueling the debate.

A call for unity amidst fatigue

Acknowledging the toll of the war as it enters its fourth year, Zelenskyy addressed the exhaustion felt by the Ukrainian people. "Our people are tired. Even the strongest metal can break," he admitted. "But one thing does not break: our desire for freedom."

He called for unity among politicians and society, stating, "The parliament and government of a warring country must work as one." Zelenskyy warned that external pressure to divide and isolate Ukraine would increase but vowed that the nation would not allow itself to be fractured. "They want peace with Russia, but they want the destruction of Ukraine," he concluded.
