US Senators Claim Trump's Ukraine Peace Plan Is a Russian Wish List
US Senators revealed that Secretary of State Rubio described Trump's controversial 28-point peace plan for Ukraine as a "Russian wish list," sparking outrage in Europe.

A controversial 28-point peace plan for Ukraine, pushed by President Trump and criticized as surrender, was described by US Secretary of State Marco Rubio to senators as a "Russian wish list," sparking international outrage as European leaders gathered in Geneva.
The plan, delivered to Kyiv with a deadline for acceptance, requires Ukraine to abandon its NATO aspirations, downsize its military, and make territorial concessions.
The revelation came from a bipartisan group of US senators at the Halifax International Security Forum, who stated Rubio told them the proposal was not an American plan but a Russian one. "He told us very clearly that this proposal was passed to one of our representatives and was not our proposal, not our peace plan," said Republican Senator Mike Rounds, adding that it looked like it was "written in Russian." Independent Senator Angus King confirmed Rubio called it a "Russian wish list."
Rubio Backtracks, Trump Slams Kyiv
Following the backlash, Rubio attempted to walk back the comments before meeting European leaders in Geneva, stating on X that the "peace proposal was drafted by the United States" and drew upon "inputs from the Russian side" as well as Ukraine's views. The White House claimed Rubio and special envoy Steve Witkoff worked on the proposal for a month with input from both sides.
President Trump, meanwhile, denied the plan was his "final offer" but proceeded to attack Ukraine on his Truth Social platform for showing "ZERO GRATITUDE" for US efforts. He also criticized Europe for continuing to buy Russian oil.
Ukrainian President Volodymyr Zelenskyy has not outright rejected the plan but has demanded fair treatment during what he called "one of the hardest moments" in their history.
European Leaders: Borders Cannot Be Changed by Force
In Geneva, 14 European leaders issued a joint statement warning the plan would leave Ukraine "vulnerable to future attacks." EU representative Ursula von der Leyen emphasized that "borders cannot be changed by force" regarding the plan's provisions for Ukraine to cede Crimea, Luhansk, and Donetsk to Russia.
On the front lines, Ukrainian commander Vitalii Traikalo expressed dismay to Reuters, asking, "Why are we fighting then? If they [Russia] want us to give up everything? We are defending our borders, but then to give them to them? What is the meaning of all these sacrifices?"
