WASHINGTON, USA — Republican Senator Lindsey Graham and Democrat Richard Blumenthal have introduced the "Kurds Protection Act" to the U.S. Senate, proposing sanctions against Syrian government officials to safeguard Kurdish allies.

The bill targets Syrian government entities, financial institutions, and foreign parties involved in military or financial transactions with the government, aiming to secure the Syrian Democratic Forces (SDF) against retaliation. Senators emphasized that protecting the Kurds—who bore the brunt of the fight against ISIS—is vital to maintaining the United States' international reputation and regional security.

Sanctions and Snapback Mechanisms

Under the proposed legislation, the U.S. President is authorized to suspend sanctions only if it is formally documented that the Syrian government has ceased all attacks against the SDF and its partners. A critical feature of the bill is the "snapback" mechanism, which mandates the immediate reinstatement of all sanctions should military aggression resume against Kurdish territories.

The act also includes provisions regarding Hay'at Tahrir al-Sham (HTS). Should the group launch attacks, the bill requires their redesignation as a "Foreign Terrorist Organization," ensuring a swift diplomatic and financial response to any escalation of violence in the region.

Bipartisan Support for Kurdish Allies

Senator Graham highlighted the bipartisan nature of the support for the Kurdish people, describing them as highly reliable allies. He warned that those believing they can attack Kurds without consequence are "gravely mistaken," noting that such actions would severely undermine the United States' global position.

Senator Blumenthal echoed these sentiments, stating that the House of Representatives is also actively working on protective measures. He stressed the necessity of shielding Kurds from potential government revenge acts, ensuring they are protected as a core part of the region's ethnic and political landscape.

Political Pressure and Stability Efforts

The introduction of this act follows Senator Graham's recent inquiries regarding ceasefire agreements involving the SDF and regional partners. Graham previously threatened to push for the reinstatement of "Caesar Act" sanctions—which were lifted in December 2025—if Syrian government forces continued to advance toward Raqqa.

Despite expressing appreciation for President Trump's recent efforts to bring stability to the region, Graham maintained that Congress remains ready to act against regional actors who harm American interests. He noted that while he supports recent diplomatic progress, the international community cannot afford another "bloodbath" in northeastern Syria.
