BERLIN, GERMANY — Germany is preparing to equip its foreign intelligence agency, the BND (Bundesnachrichtendienst), with new operational powers such as sabotage and retaliation to counter growing global security threats.
The move comes as part of a broader structural reform triggered by the ongoing Russian war in Ukraine and shifting geopolitical dynamics, aiming to transform the agency from a purely informational body into an active defensive shield. The German government, which recently declared its goal of making the Bundeswehr the most powerful army in Europe against a potential Russian attack, is now integrating its intelligence network directly into this proactive defense strategy.
Operational transformation of the BND
During a special ceremony marking the 70th anniversary of the BND in Berlin, critical messages were delivered regarding the future of the organization. Speaking to the press for one of the rare times since taking office in September, BND President Martin Jäger made striking statements about the structural and operational transformation of the German foreign intelligence agency.
Emphasizing that the BND will be operationally strengthened to become an effective defense unit on the ground, the 61-year-old intelligence chief stated:
"As the BND, we will be, and we have to be, Germany's first line of defense."

This shifting paradigm necessitates structural reforms within national security institutions to ensure a robust
Strategic alignment with the military
This historic transformation within the BND is being carried out simultaneously with the renewal process in the military. German Defense Minister Boris Pistorius recently announced the country's first military strategy plan in Berlin, aimed at assuming a leading role in
Following the military's strategic pivot, the operational empowerment of the BND indicates that Germany is transitioning to a fully integrated security concept. The intelligence agency, which began its operations on April 1, 1956, in Pullach near Munich and moved its headquarters to Berlin in 2019, is now preparing to implement the sharpest vision change in its history.
