Turkey's top court vows to uphold European rights standards

STRASBOURG, FRANCE — Constitutional Court President Kadir Özkaya declared that the Turkish judicial system places high value on European Court of Human Rights (ECHR) decisions and actively works to integrate these standards into domestic law.

Speaking at the opening ceremony of the ECHR's 2026 judicial year in France, Özkaya highlighted the importance of judicial cooperation for legal stability and reaffirmed Turkey's engagement with European legal frameworks.

Integration of legal standards

In a statement released via the ECHR's social media channels, Özkaya expressed satisfaction with Turkey's participation in the event. He emphasized that the Turkish Constitutional Court does not view the European court's rulings as distant or foreign.

"As the Turkish Constitutional Court and the Turkish judicial system, we care about the decisions of the European Court of Human Rights," Özkaya said. "We are exerting significant effort to include the principles and standards set forth in ECHR decisions into the Turkish legal system."

Emphasis on judicial cooperation

Özkaya noted that cooperation between judicial institutions is essential for the consistent maintenance of legal order in any country. He stated that the Turkish court works in "continuous and close cooperation" with the Strasbourg-based court.

"I believe this visit undertakes a very important mission and fulfills an important function," Özkaya added, wishing the ECHR continued success in its operations.

Role of Turkish judge at ECHR

During his address, the President also acknowledged the contributions of Saadet Yüksel, the Turkish judge serving at the ECHR.

Özkaya credited Yüksel with playing a vital role in realizing the visit and ensuring the healthy progression of relations between the ECHR, the Turkish Constitutional Court, and the broader Turkish judicial system.
