KIEV, UKRAINE —  Ukrainian President Volodymyr Zelensky announced on Wednesday that Kiev has imposed formal sanctions on Belarusian leader Alexander Lukashenko, marking a definitive escalation in measures against the Minsk regime for its continued logistical and military support of Russia’s invasion.

The move follows intelligence reports indicating that Belarus has significantly increased its role as a strategic military platform in the second half of 2025. Zelensky stated that the new sanctions are a response to Minsk's "active assistance in the killing of Ukrainians," vowing that the consequences for complicity would be severe.

Infrastructure and drone relay stations

According to President Zelensky, Russia has recently deployed a sophisticated system of relay stations across Belarusian territory to control attack drones. This infrastructure has reportedly expanded the Russian military's capacity to strike northern Ukrainian regions, ranging from Kiev to Volyn, with higher precision and frequency.

"Without such assistance from Belarus, the Russians would not have been able to carry out certain attacks, particularly on energy facilities and railways in our regions," Zelensky stated. He further noted that Belarus is developing infrastructure for the deployment of Oreşnik medium-range missiles, which Kiev views as a direct threat not only to Ukraine but to the stability of the entire European continent.

A strategic shift in Kyiv's diplomacy

Belarusian opposition leader Sviatlana Tsikhanouskaya praised the decision in an interview with EuroNews, describing Kiev’s announcement as "principled and timely." Tsikhanouskaya argued that Lukashenko’s survival currently depends entirely on repression and support from Moscow, noting that the regime has traded Belarusian sovereignty for the dictator's personal power.

"Lukashenko is not legitimate; he seized power and stays only through repression and Moscow's support. These sanctions target a dictator who is turning our country into a military platform for Russian aggression," Tsikhanouskaya told EuroNews.

She emphasized that the move sends a clear message to those surrounding Lukashenko: "Complicity has consequences." Analysts suggest this indicates a permanent shift in Zelensky’s policy, moving away from past diplomatic caution to seeing Lukashenko as a direct military adversary.

Economic complicity and regional threats

The scale of cooperation between Minsk and Moscow has expanded beyond logistics into deep economic integration for the war effort. Zelensky revealed that over 3,000 Belarusian enterprises are now supplying Russia with critical machinery, equipment, and components used in the production of missiles targeted at Ukrainian cities daily.

While Belarus has not deployed its own troops to the battlefield, Tsikhanouskaya warned that the country is already "deeply involved" through the provision of training grounds, industrial capacity, and joint military infrastructure. She noted that while direct troop involvement remains a high risk for Lukashenko due to widespread domestic opposition to the war, the regime remains a key element in Russia’s broader "military architecture" against Europe, including hybrid attacks on EU borders and the deployment of nuclear weapons.
